
Ryan Carrere has extensive experience with IRS collection matters and has represented clients before the IRS as well as the California Franchise Tax Board. Before joining Mopsick Tax Law, LLP as a partner, Ryan’s practice focused primarily on negotiating resolutions of IRS debts, including Installment Agreements, Offers in Compromise, Currently Not Collectible, wage garnishment and bank levy releases, and a wide range of legal issues under federal and California law, arising as a result of the IRS’s filing of notices of federal tax liens against taxpayers.
Ryan is a member of the California Bar and admitted to practice before the United States Tax Court and Federal District Court for the Eastern District of California.
Ryan earned an undergraduate degree in criminal justice from Northern Arizona University in 2001. Ryan served on active duty in the United States Marine Corps form 1997 to 2001, completing the majority of his undergraduate degree during that time. Ryan is the third generation in his family to serve in the United States Marine Corps. Following his honorable discharge in 2001, he attended the University of The Pacific, McGeorge School of Law and graduated with a law degree in 2004.
Ryan grew up in Woodland where he currently resides with his wife, Amber, and their two daughters.
